Named sets of tools. Each member gets one plan (or the default). With no plans, everyone gets every tool.

Old extension versions (1.6 and older)
Old versions download every tool's sessions and passwords. Switch this off once everyone has updated to 1.7 — old versions then stop working and their stored copies are wiped.
